Lionel GUIJARRO
Experience
A lawyer at the Paris Bar since 2006, Lionel GUIJARRO is a partner in the firm.
He is specifically involved in public law cases, focussing principally on airport issues, advising airport operators on all the issues they encounter, particularly on matters of liability, state ownership, regulations, the environment, airport charges and contracts. He also assists airports in negotiations, mediation and amicable or court-appointed expert appraisals, and represents them before the various courts.
He also assists French and foreign airlines in their relations with the various French administrative authorities, assists and represents them in the administrative disciplinary procedures to which they may be subject, particularly before the Airport Nuisance Control Authority (ACNUSA), and as part of the related appeals before the courts.
He also represents airlines in disputes they may have with their passengers and partners, in respect of delays, flight cancellations or lost luggage, whether as part of a settlement agreement or in the context of litigation.
A large part of his activity is focused on cases of air accidents occurring in public or private transport, during aerial work operations or during sports activities.
He steps in when the liability of operators, pilots, flying clubs, instructors, equipment manufacturers and their insurers is sought. He assists and represents them within the framework of amicable or court-appointed expert appraisals, both technical and medical, for out of court settlements as well as representation before the civil and criminal courts.
In this context he has worked on major air accident cases.
On the strength of this litigation experience, and the diversity of the issues he encounters on a daily basis with the various players in the aviation industry, he can advise and guide his clients on the pertinence of their strategies, the projects they envisage in the sector, and risk management. In this capacity, he regularly advises and represents aviation insurers, has been involved in carrying out risk assessment audits on transport operations, and assists various financial investors in implementing their projects in the aviation sector.
He is a member of the French Society of Air and Space Law (SFDAS).
Qualifications
A graduate of the EFB (studies for admission to the Paris Bar), the Institute of Public Business Law (IDPA) and the Institute for Political Studies in Grenoble, Lionel GUIJARRO also holds a Master’s degree in Public Law and Territorial Law.
Lecturing
Lionel GUIJARRO has been a lecturer at the University of Paris Sorbonne Nord since 2007, where he gives lectures and tutorials on Public Institutions, Local Authorities and European Union Law.
He has also given seminars on Aviation Insurance Law and at the Air Transport Training and Research Institute (IFURTA) of the University of Aix-Marseille.
